Unlocking Global Markets: Western Cape calls on businesses to apply for ECEP export fund
As South Africa seeks to expand its export footprint and accelerate economic growth, overcoming technical non-tariff barriers to trade remains a top priority for emerging and established exporters alike.
In support of this objective, the Western Cape Department of Economic Development and Tourism (DEDAT) has officially invited applications from local businesses and industry intermediaries for the Export Competitiveness Enhancement Programme (ECEP) Fund.
Speaking on the call for proposals, Dr. Ivan Meyer, Provincial MEC of Agriculture, Economic Development and Tourism, emphasized that expanding international market access is central to the Western Cape’s newly launched Export Strategy 2035—a initiative aimed at driving job creation, attracting foreign direct investment, and building a R1 trillion regional economy.
“Market access is the bridge that connects Western Cape businesses to global opportunity, investment, and jobs,” noted MEC Meyer. “Through the Export Competitiveness Enhancement Programme, we are investing directly in the competitiveness of local enterprises and unlocking new opportunities for them to succeed in international markets.”
Targeted Technical Support for Export Readiness
Unlike generic business development grants, the ECEP Fund specifically targets the practical, technical compliance hurdles that often prevent South African goods and services from reaching international buyers.
Financial assistance and co-funding under the programme cover a wide range of specialized interventions, including:
- Product Refinement & Compliance: Product reformulation, international safety testing, and nutritional analysis required by overseas regulatory bodies.
- Packaging & Branding Standards: Alignment with international packaging, labeling, and specialized printing standards.
- Global Certifications: Obtaining mandatory and voluntary international quality certifications (e.g., FSSC, ISO, Halal, Kosher).
- Market Registration & Logistics Permits: Product registration with foreign regulatory authorities, specialized handling services, and international export permits.
- Digital Expansion & Technology: Listing on international e-commerce platforms, as well as capital expenditure on equipment and machinery that directly enhances export manufacturing capacity.
Target Sectors & High-Potential Corridors
Priority funding is allocated to enterprises operating in high-growth export sub-sectors identified within the provincial economy, including:
- Agri-processing, Food, and Beverages
- Cosmetics & Personal Care Products (skin, body, and oral care)
- Jewellery & Craft Manufacturing
- Transport Equipment & Machinery
- Electronics, Optical Products, and Plastics
- Textiles, Wearing Apparel, and Furniture
Eligibility and Application Requirements
To ensure funds are deployed effectively, qualifying enterprises and industry intermediaries must meet specific compliance thresholds:
- Geographic Requirement: Individual business beneficiaries must be registered and physically operating within the Western Cape. (Trade intermediaries may be based elsewhere in South Africa, provided all supported businesses are located within the province).
- Financial Governance: Applicants must submit unqualified, audited, independently reviewed, or compiled financial statements for the two most recent financial years.
- Tax Compliance: Valid Tax Compliance Status (TCS) PIN required throughout the 60-day evaluation period.
- Co-Funding Commitment: Applicants must demonstrate available own or third-party co-funding to match the proposed project budget.
- Inclusion Focus: Priority scoring is given to enterprises led by designated groups, including youth, women, and persons with disabilities.
Key Exclusions: The fund strictly excludes operational working capital, raw material stock purchases, building construction, and enterprises located outside the Western Cape.

Research from provincial economic authorities indicates that a 10% increase in regional exports generates an estimated R6 billion in additional Gross Domestic Product (GDP). By providing targeted financial backing for compliance, certifications, and international branding, the ECEP Fund directly equips South African exporters to navigate complex foreign trade regulations and capitalize on opportunities across Africa, Europe, Asia, and the Americas.
