OPPORTUNITY: Cost of Supply Studies Capacity Building

Invitation to Tender: Cost of Supply Studies Capacity Building

The South African-German Energy Programme (SAGEN) is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Department of Electricity and Energy (DEE), South African National Energy Development Institute (SANEDI), Eskom and the South African Local Government Association (SALGA).

The SAGEN programme, in partnership with SALGA, aims to strengthen municipal capacity in conducting Cost of Supply (CoS) studies using the NERSA-approved CoS tool.

To achieve this, SAGEN is seeking a contractor to undertake the following actions:

✅ Developing structured training materials to enable online learning and future access to a CoS study development ‘curriculum’ using the approved tool.

✅ Offer a series of five to ten half-day online workshops to strengthen the distribution sector’s understanding of CoS studies and the tool’s application within the existing legislative framework.

✅ Creating a web-based repository of training materials, recordings, and resources.

✅ Coordinating stakeholders to develop a roadmap or strategy for CoS development, enhancing study quality and capacity while ensuring future readiness.
