SUMMARY:Development Dialogue: The Socio-economic realities of localising pharmaceutical production
DESCRIPTION:Following the COVID-19 pandemic\, South Africa became a linchpin in the push to strengthen health security for the African continent by expanding the local pharmaceuticals industry. The complexity of the global pharmaceutical value chain\, however\, makes for a nuancedstory where the balance between policy and economic reality is critical to decisions made across government sectors. \nTIPS explored the economic arguments for government support of localisation as part of a GIZ-funded project for dtic and DSTI. Thestudy examines the practicalities of government support for pharmaceutical production in South Africa\, with a case study on expanding vaccine manufacturing. It addresses the central question of how to align the push for local manufacturing with the mandate and needs ofthe public health system. \nThis dialogue is an opportunity to engage with the nuances of the research for different government and business stakeholders\, looking towards how South Africa can use the resources it does have to actively promote a key manufacturing sector while ensuring health security for the country and the continent. \nAgenda \n11h00 – 11h10 Welcome and opening remarks: Dr Saul Levin (TIPS) \n11h10 – 12h30 Presentations and Discussion \nDr Neva Makgetla (TIPS) – Socio-economic effects of localising parts of the pharmaceutical industry \nSakhile Ndlovu (TIPS) – Assessing the feasibility of scaling local vaccine manufacturing in South Africa \nAnnie Parsons (TIPS) – Future vaccine financing considerations \nSwasthie Soomaroo (the dtic)andMarione Schonfeldt (NDoH) – Discussant 12h30 – 12h55 Discussion \n12h55 – 13h00 Closure \nSpeaker biographies \nDr Saul Levin is the Executive Director of Trade and Industrial Policy Strategies (TIPS).
